In our neighborhood zoning rules prohibit any truck or RV to be parked on the street or in the front yard. And that solves all of the problems!

The lease or association agreement or local zoning rules should each or all really spell out precisely what you can do and where you can park.

If he is complaining and filing about an ordinance violation he can continue to refile complaints. Perhaps you should asses whether fighting them is worth tens of thousands for a harassment suit you are unlikely to get your investment back out of.

They can control where it is parked etc, but I do not think an outright ban from using the road is legal.
I have seen several city council meetings where this kind of issue is discussed.

Can a city ban RVs from parking inside city limits? Is that even legal?

My sister's suburb town in the USA is apparently trying to do so??

Unless an actual illegal act is committed, the police are not going to intervene. Name calling and the like are wrong but normally not illegal.

OH I have the same problem. My neighbor filed 2 complaints but I am legally allowed to park on my property the city said. Now the neighbor verbally embarrasses me every time I see him?

Can I file a complaint with the police or or take some kind of action for the harassment?

Of course RVs can also be an eyesore in left in the wrong spots, and anybody owning one should also think about how things look for the neighbors and the neighborhood as well.
That's my two cents.

Save a copy of each complaint and the city response.
Show the city official the file if a new complaint is filed,

They will end the matter ASAP normally.


It likely would be hard to sue for harassment or abuse of process unless the filing is just outright fraudulent or exactly duplicative.
