why is the father listed as a participant and not a party?

Possibly because Brian is only the "alleged father" and not "the father." As such he is classified as "any other person who is determined by the court to be important to a resolution that is in the best interests of the child."

I don't see that as a discrepancy and Brian's status could change at any time during the course of the proceedings.

If it was proved that Brian is the father of the child, he will turn to be a party to the case. There is no discrepancy in this case.

but under "who is a party" the first bullet lists "the childs parwnt, including any parent who is not a legal custodian and Any parent who is an ajudicated father or PRESUMED father" does presumed not imply alleged? Also, this has been run through all with a signed and notorized and filed ROP in place. Also, at the hearing, it was requested of Brian that he submit a DNA swab to.. further confirm his legitimacy as the father. I question how this is necessary as I believe a filed ROP is equal in merit to a dna swab in establishing parenthood. Is this legal? And either way, what would be the reason for this requirment? Also is it not odd that on the second page, all within the same page, the father is listed as "unknown" but later listed by name as Brian Beltramo under number 2. "the name, race, date of birth, residence, and poat office address of the childs parents are as follows:"
