What's not fixed?

The car?

The apartment structure?

Your personal property?

I wish to inform you that you may report the matter to the insurance company (your own or that of the car owner) and request payment of damages. Otherwise, you may file a lawsuit against the driver of the car and claim damages in the court. You may contact an attorney and seek guidance in the matter.

4 months is way too long for that to continue.

What does the apartment owner or manager say when you asked when the repairs will be done?

Are you still able to live there?

The Florida landlord tenant statute may provide you with remedies:

If you are paying rent that is reason to sue the LL and get some rent returned.
If you own the place, the insurer of the building or the auto or both really need to act asap. I would think that that even violates city codes at this point.

You can claim damages from the insurance of the car with the support of the complaint filed with law enforcement. It is better to seek a lawyer advice in order to claim the compensation.

Let city officials know when something like that occurs too.
Most cities and villages have ordinances that will also address an issue like that and make sure that repairs are done expeditiously.

It is an issue you must handle with your landlord. I suggest you call your local zoning inspector and have them asses the issue as to whether the apartment is habitable.
