Default What means if the European Court of Human Rights does not examine an application?

Does that mean that the single judge that is designated to declare a case inadmissible won't actually read the application?

He may read it but they don't read all of them. That's my understanding.

I wish to inform you that if your application is incomplete there is a risk that the Court will
not examine it, so it is essential that you meticulously fill in every part of the application form. If a single part of the form has not been properly filled in, or information is missing or you have failed to include copies of the requisite documents, the Court may refuse to register your application without examining it.
