If there was an actual accident or damage, the police will become involved, and they certainly can easily access the surveillance tapes.

I paid a key shop at the strip mall 100 dollars and they have me a copy of 48 hrs worth of video!!

I hope that was legal.

That is not illegal, a video camera taping a public space is information available to anybody who may request it.

That's not true. If I have a store with cameras recording in/around the store I am under no obligation to give you my video if you ask for it.
