NY
Is the school required by law to provide a meal to the child?
Or could they legally force the child to bring his own lunch?

Although school may not be compelled to give food but it can be held liable for violation of The National School Lunch Program (NSLP) which is a federal program regarding food for children at school. Under NSLP food is provided free or at reduced rates. Further if school by-laws state about free food then denying food may make school liable.
