Yes, you can file a complaint with the FTC but it won't do you any good.

Were you injured by the defective hair dryer? How and to what extent?

The cord partially pulled off-- easily-- and I was slightly shocked by the electricity.

Make a warranty claim if it's still under warranty.

If it's too old to be under warranty you can throw it away or fix it with electrician's tape.

As for being slightly shocked by the electricity, you're obviously still alive with no appreciable injury so there is no money in it for you. You could, however, write to the corporate HQ and tell them about it and maybe you'll get a coupon toward your next purchase.

The Consumer Product Safety Commission (CPSF) is the federal agency to take care of these complaints. You can file online complaint to CPSF in their website.
