It is legal and no US state currently prohibits selling legal forms to my knowledge, but a number of states have numerous rules attached that e.g. limit how much personal info can be loaded by the seller into the forms. They argue that the forms sellers should not be "practicing law" -- however that grey area is defined. And other restrictions exist as well.

There exists no law to prohibit the sale of legal forms, as forms are not a legal service provided by an unauthorized person.

Practically, there is nothing illegal in selling legal forms online as there is no copyright on legal documents. Interestingly you can find many websites where you can also create legally-binding agreements.

Long ago some states said it was not legal, Texas for example.
But the states lost all those cases and selling forms online in the US is now completely legal.

The argument now is over how much customizing by people and software can exist.

States like North Carolina want to ban it all basically.

That's old issue long ago settled.
Everybody allows it now except a few nutcake state bars like North Carolina.
