In a nutshell, I sold this guy bitcoin and he payed me through paypal. after a month I found out he scammed me and used stolen credit cards...again, through paypal. well, i got all these chargebacks, owe paypal, and am out about 30k.
i have phone #s for the guy, where he lives, his family members, etc. he lives in texas and has done this b4.

You'll have to sue him where he lives. Good luck with that.

You can also file a police report on him for criminal theft and theft by deception.
What he did, as you describe it, is NOT legal.

I would suggest you also file a complaint with the State's Attorney General office.
Especially if they have multiple complaints, they can be very helpful in resolving these kinds of issues or even causing the person to be arrested and punished.

If you can prove he has done this before, I would certainly suggest you report him to law Enforcement where he resides, they are almost certain to become involved.
