Employer not accepting resignation

I have requested the resignation from my employer. However, he refused to accept it. I have been working there for 8 years as a lecturer. I am not receiving salary for 13 months. I got another job offer and I lost it due to not having the resignation. He seems doing harressments to me. I want some advise on this.

I believe in SL you are allowed to give notice and resign.
The employer does not have to approve.
You should do so immediately.

I wish to inform you that you may give a legal notice to college seeking unpaid salary along with college accepting your resignation. If college refuses to pay your salary and accept resignation then you may file a lawsuit seeking amount due to you and a declaratory order declaring that you are no longer employee of college and no objection to your resignation has been made by college.

In this case you can send a lawyer notice to your employer for the salary due and also can demand to accept your resignation. You can also seek damages from your employer for all of your losses. It is good to consult a lawyer in this matter.
