Rentry into US after overstay and deportation

I have a friend that overstayed his visa by 8 months and is being deported out of the US now.

Will he ever be able to go back or how does that work now going forward?
Can he still try to apply for a visa and explain the circumstances.
He fell in love while in the USA.

I wish to inform you that your friend may face re-entry ban for three years. As he has overstayed for more then 6 months thus re-entry ban may be imposed. He may seek a waiver by showing hardship to a US Citizen. If your friend is having any family member who is US citizen then he may seek waiver by showing hardship to that person.

His circumstances is not a valid reason for considering re-entry. If he was married to that person he can apply for waiver option.
