My cousin's parents both passed away last year

My cousin and her sister's age is 18 and 16. The eldest have only finished senior high school and her sister is still studying. Does the government of the Philippines provide help or support for them? Thank you

If there there is no family the 16 yr old should get some support,

Almost every country has provisions for minors that lose their parents.
