Cancer drugs not yet legally approved

How can one get on lists to take experimental cancer drugs that are in testing but not yet legally approved by the FDA or other gov agencies?
Is there some system for that or it is just random luck.
How does that work? And is the drug maker then liable for any bad reactions?

I wish to inform you that legally those drugs which are not approved from FDA may not be provided to any patient. In this if there is any drugs which require testing then it may be provided under clinical testing to persons who had volunteered to take medicines during clinical trial. Hence cancer patient who may have volunteered for accepting cancer medicine during trial may be provided with such medicine.

You can contact the company that is making the drug and ask about any experimental trials.

They may also be able to guide you on how you might participate.

If a patient is not qualified to obtain an experimental drug, he can apply to the FDA for the expanded access program.
