There is no law or guidelines other than Article 35 of the New York State Penal Law regarding the use of force.

Unless you were there you don't really know what happened.

No, you can't.

Besides, there is no discovery for traffic infraction in New York.

Why are you calling it "so-called"? Radar is not necessary in order to cite someone for speeding in New York.
