Most landlords require a letter from your regular doctor certifying the need for an emotional support animal. That is the HUD standard and has been adopted by most landlords.

Report the fraud to local police and dispute it with your credit card company. The only thing held against might be the outcome. You are innocent until proven guilty.

Politics plays no part. Enforcement of Federal Law does. It requires a waiver by the Federal gov't, who are asked for waivers for criminals all the time.

Many nuisance suits the landlord would just pay not involving insurance. If it is going to be a major one, his rates usually go up or he could even be cancelled.
