Default 90 days to bring the house up to city code?

Oklahoma

9 years ago when my parents purchased a house, because of the living conditions of the previous owner the city inspector had the electric lines cut told my parents they had to tear it down never giving them the chance to fix what needed to be fixed instead the he allowed them to use it for storage purpose only instructed them to not fix on it in any way until now. Over the last 9 years with the Captain of our Police department always insisting and numerous letters informing them to tear it down we now get to start fixing it up i am glad but also confused.I have been researching and what i have found is that my parents should of been given 90 days to bring the house up to city code why now and not then ?

I wish to inform you that under ยง 31-53 a reasonable time must be provided. This reasonable time may not exceed 90 days. If your parents have received any notice in which reasonable time was not provided then legal action may be taken where court order seeking reasonable time may be demanded. However if official has not provided any reasonable time from last 9 years then you may now file a complaint against official for issuing orders which are in violation of law. You may further seek court order seeking compensation because of alleged negligence of officer.
