    Is it legal or illegal to keep a dog outside on a chain 24/7/365 in Pasco County, Florida?

    My opinion: That's abuse. Somebody should chain the owner outside 24/7/365. Why have a dog if you have to keep it chained up like that?

      Most places in the US you CAN chain (we say tie up) a dog at least for a while, but still must exercise it -- let it run a bit -- and give it proper care 24/7.

      And 24/7 hr chaining with no exercise is normally not satisfactory. And animal control or the humane society or city officials may come calling.

        I wish to inform you that the tethering rules make it mandatory for a person to be physically outside with a dog while it is on a chain. They also require that a person have visual contact with the dog.

          New Florida Law prohibits dogs from being chained continuously for more than one hour between 9 a.m. and 5 p.m. In addition, the owner must be present while the dog is chained, and the chain must be at least 10 feet long. Dogs under the age of 6 months can’t be chained at all, and multiple dogs can’t be chained in close enough proximity to each other that their chains could become tangled. Violators could face fines of $50 to $250 per day.

            Good to know and good for Florida.

              I also think that is abuse of the animal, and you should report it to the Humane Society and the Police Department. Even if for some reason they don't act the owners will at least be on notice that somebody is watching.
