Can US government refuse to allow Americans to return from China

Is it legal for the us gov to ban Americans that have been living in china from returning to the US until the corana virus issue is resolved?

Could a total ban be put in place?

I asked about a ban -- not quarantine.

With respect, not really your business why I care.

      But it matters.

There is no total ban. The U.S. imposed entry restrictions on foreign nationals and quarantines on Americans returning from the Chinese province at the center of the coronavirus outbreak, as markets tumbled over fears about the impact on global growth.

US citizens and residents returning from Hubei province, where the outbreak started, will be quarantined for 14 days. Those returning from other parts of China will be allowed to monitor their own condition for a similar period.

Pentagon said it would provide housing for 1,000 people who may need to be quarantined after arriving in the US from abroad, until 29 February. Four military bases in California, Colorado and Texas would provide up to 250 rooms each.
U.S. citizens can stay abroad for as long as they wish and always have the right to return.
Unlike permanent residents, U.S. citizens need not maintain a residence in the United States.

If a true emergency develops the government can halt travel 100% if they wish, and I doubt any court would overturn it in the middle of a pandemic.
