You are not really supposed to be mailing tobacco products across state lines.

Can I mail marijuana between two places in the US if its legal in those two places?

You can mail just a few cigarettes and you need to appear at the post office to do so as I understand it.

You CANNOT mail marijuana to friends and folks, absent some specific legal permission.
Doctors office etc.
