Can a person be arrested legally for not paying one parking ticket in New York?
Or is it just some other smaller penalty?

Yes.

If you fail to pay and fail to appear, a judge can issue a bench warrant for your arrest.

Yes.

If you fail to pay and fail to appear, a judge can issue a bench warrant for your arrest.

Doesn't happen. They may suspend the registration after a certain number but nothing more.

Even a traffic ticket does not ever result in a warrant as it does not establish probable cause unless there is a deposition filed with the ticket. Even then I've never heard of a warrant being issued for a failed appearance unless it's a misdemeanor.

You can be arrested on a bench warrant if you fail to appear at court when summoned.
Ignoring a court summons is dangerous.
And though it may not be commonplace, you indeed can, to my knowledge, be summoned to court over an unpaid ticket.

And what experience do YOU have with the court system in New York State??

Criminal summonses are not issued for parking violations. Arrests are not made for parking violations. Warrants are not issued for parking violations.
