Default Can she legally leave/move to another state with her daughter?

State: Washington

My sister Has left WA (for fear of her ex boyfriend) with their child. They were not married / never have been, and they have no child support or parenting plan established. Nothing has ever been submitted to the court, and the only thing identifying him as the father is he is on the birth certificate. He moved out of their apartment and left them over a year ago, but she was still letting him see the child periodically while in WA.

Can she legally leave/move to another state with her daughter? Or does she need something from him in writing allowing it.

She can go wherever she chooses, he has no rights. He merely established paternity.

He can also file in court for custody asap to get a court involved, or seek visitation orders and control of the situation between the two parents--as can the mother.

Until father of the child raises a claim or moves the court to establish his rights they can freely move to another state without his consent.
