Default Violating Google Play's Terms of Service

If you've violated the Google Play Terms of Service in the past, the license to use Google Play gets terminated immediately (from the legal point of view)? Or Google Play will terminate the license themselves if they think it's necessary.

In this case, Google Play doesn't know that this person has violated their Terms, but as the Terms state that your rights under this license will immediately terminate (if you violate any of the Terms), does this make the person lose the right of using Google Play?

Hardly a legal question appropriate for this forum. Why don't you ask Google what their policy is, or read their TOS.

I've read their Terms that's why I'm asking this question.

Their Terms state that if you violate any of the Terms, your rights under this license will immediately terminate. This is what made me question if someone has violated their Terms in the past, does that make the person lose the right to use Google Play?

So yes technically it terminates once you violate, but nobody is there to enforce it until Google recognizes it.

You can appeal the termination of rights by google play and can fix the issue.

Not if they warned you not to do so, or if you received any message of violations that cannot be remedied.
