Default Would I be able to legally adopt my best friends son?


I was wondering, would I be able to legally adopt my best friends son and share joint custody with her even though there is no relationship besides friendship? I have helped her raise him since he was two months old and the baby's dad does not have much to do with him and is in and out of jail. I would love to legally adopt him and share joint custody with her and she agrees with this decision. Is this possible?
