Default Refusing delivery from China goods due to virus issues

I ordered 3000 dollars worth of garments from China.

I do not want to take delivery because of the virus issues.
Can I refuse delivery and refuse to pay legally.

I am willing to lose my 10% deposit.

My purchase agreement says nothing about this kind of situation.

It's only one page.

A number of airlines - including American, United, British Airways, and Qantas - have suspended all service to and from mainland China. Others, such as Cathay Pacific, are reducing flights to Mainland China by up to 50% through March. You can expect that there will be further reductions and suspensions of scheduled flights as the corona virus continues to run its course, and that the flight shortage will impact rates, reduce air freight capacity, and may create delay in delivery of your products. You should be able to communicate directly with your suppliers and warehouses to cancel the delivery, and refund the amount. Even if they’re not fully operational, most will have customer service teams to assist with your queries.
