Default Law limiting Bloomberg spending

Would it be legal to pass a law saying that some maximum amount exists that can be spent with ones own money on a presidential campaign?


How is it fair if he spends 600 million dollars which it seems he will, or even more?

Probably not fair but going up against Trump will be the Battle of the Bucks ($$$).

Congress would have to pass a law saying what is or is not allowed.
And the Supreme Court could still say that you can't limit somebody's ability to spend their own money to say what they think and run for office.
But as you can see currently being a billionaire is not a guarantee of success. Steyer eg not doing well in dem primary race. Bloomberg a bit shaky at first debate.

What's the difference if you spend your own cash or you solicit donations from the wealthy?
