Default Can one city pass laws regulating Facebook?

Can one city pass laws regulating Facebook and make it apply to all users in that city?

Is that legal and possible? Seems it has not ever happened yet, or has it?

The word "can" denotes the ability to do something not whether it's done rightly or wrongly.

So, of course, a government can pass such laws. Whether they pass a constitutional challenge is another story.

It would be kind of hard to enforce and may violate certain interstate commerce laws BUT at the state level it absolutely is legal and possible and the state of IL eg has done so already.

Federal laws are generally applicable in the same way across all state borders. However, under constitutional laws, states are allowed to create, implement, and enforce their own laws in additional to federal laws. This is because every U.S. state is also a sovereign entity in its own right and is granted the power to create laws and regulate them according to their needs.
State and local laws apply to people who live or work in a particular state, commonwealth, territory, county, city, municipality, town, township or village.
