it was listed in a hearing history as pd/rel/court as well as bond forfeture and fail to appear. This was a hearing for a criminal case.

I would take a shot and say its "Public Defender" relieved by court. Either the PD requested to be removed from the case, the suspect requested the PD be removed or the court was unhappy with the PD and forced their removal (very unlikely).
