A pet deposit is to cover additional damages a pet might cause. No damages equals refund. It should not be confused with a pet fee, which is not refundable.
Due to a recent promotion, I should now be referred to as Major Obvious.

I would not be trying to provide information and knowledge if I did not sympathize.

Some days it is just not worth chewing through the restraints to face life.

Our complex charges 500 dollars nonrefundable for an emotional support animal, and that seems to me like that should be illegal.

It's not illegal. An animal is still an animal that can cause damage. If you don't like the fee, live elsewhere.
