Default What Case Law?

What is the statute or case law that relieves a contractor from any executed contract when the license issuing agency causes a delay or hold up?

I wish to inform you that terms of agreement and state law will determine right and liabilities of a contractor. Generally a contractor may not be liable if delay is caused beyond his control. Further in the case of Chaney Bldg. Co. v. City of Tucson it was held by court that where delay caused in completing the project were beyond its control the contractor may claim the amount for work performed by it. Hence contractor may not be held liable for delay caused because of non grant of licence.

The contract itself should have clause for matters beyond the control of the parties.
Most standard form contracts would have that and yours likely does too.
