BAD NEIGHBORS: I am tired, frustrated, nervous, and depressed

My apt neighbors run the TV very loudly in the morning from 7am to 10am

But that is still sleeping time for me.
Are they violating any law or rule that I can enforce,
I have asked them twice to lower it and they do for one day and then it's back.

They are likely violating building rules at least!

If the TV is that loud inform the Board or HOA firstly.

Excessive noise is a nuisance and is illegal but it is not always easy or best to handle that with the courts. Your building can do it more easily.

I feel your pain.
After a year of enduring our neighbors we finally moved out.
They were always just below the level where police would intervene but always a nuisance anyway.

Sometimes its even better if they are really bas because at least then the police WILL come and do something.

Likely no. It sounds like it is being friendly. I would take another elevator if it such an inconvenience. That is much better than a charge of animal cruelty.

Better to kindly ask the owner to tightly leash the dog when inside, and stop it from jumping.
It's the owners responsibility.

If the dog attacks however you can report it to the police. That doesn't happen often of course. Use your judgment.
