China legal age max. to adopt intra-family child in 1969?

In 1991 China new law states that for a child to be adopted the maximum age must be under 14.

Has this always been the maximum age for children to be adopted in China?

In 1969 did China law have a different age maximum for child adoption if intra-family?

I wish to inform you that under 1991 law there is no change in age of child for adoption. The age for child to be adopted by foreigner must be below 14 years of age.

According to the recent changes most agencies have a minimum age requirement of 18 and a maximum age requirement of 40. Some require that the parents be at least 20 years older than the child and no more than 40 years older than the child. There are some agencies who will allow older adults adopt, provided they are physically fit and active.
