Default Work permit or parental permission or other?

We are a newly formed domestic nonprofit in Georgia awaiting 501(c)(3) approval (1023-EZ filed in April 2020). In the interim, we have started to recruit volunteer web developers. This is a virtual position, which requires a background check. One of the candidates identified as a high school student (age unknown at this point) from Texas. Do we need parental permission and/or work permit, depending on age, in order for this teen to volunteer?

Because the line (and the law) between employee and volunteer is so blurry most nonprofits treat every volunteer like an employee and get all required permissions, if any.

So a work permit if 16 and under -- and parental permission up to age 16 and perhaps even up to 18 to be even more safe.
