Default Legality of rushing vaccines

Is it legal in the US to rush these Wuhan virus vaccines they are trying to make, when testing is not 100% complete as normally done (and even normally there seem to be significant risks)?

Who decides that and who is liable if the wrong decisions are made?
I'm just curious about all this.

How quickly they make them is up to the manufacturers. Liability rests with them or the government.
